Firstly you must have the game FIFA 16. And play the game.
You can search manually if you have Career Mode in FIFA 16. Try to search "Potential Player" or "Young Player", you can press R3 or more info button. Then, on the display show the information about the player. Example : Search > " Raheem Sterling" > Then click R3 or more info button > Read the details about the player > In Raheem Sterling you can have "Potential Player".
